Flooding in the Philippines
Between torrential monsoon rain, typhoons, and steep, often deforested terrain, flooding and landslides rank among the deadliest and most frequent disasters in the Philippines.
Why the Philippines floods so badly
Extreme rainfall meets a difficult landscape: crowded low-lying river deltas and coastal cities, mountainous islands where rain runs off fast, and slopes stripped of forest that give way as landslides. Add rapid urban growth and clogged drainage, and even a moderate storm can produce a disaster.
The main drivers
Habagat monsoon rain
The southwest monsoon delivers the heaviest, most sustained rain of the year to the western Philippines, and it is often enhanced by offshore typhoons. This is the classic Metro Manila flood setup.
Typhoon rainfall and surge
Landfalling typhoons bring both torrential rain and, along the coast, deadly storm surge. Mountainous provinces face flash floods and landslides as the rain pours off steep ground.
Landslides
Saturated, deforested slopes fail suddenly, burying communities. These rain-triggered landslides are among the country's deadliest secondary hazards.
The Ondoy disaster, 2009
Tropical Storm Ketsana, known locally as Ondoy, dumped a month's worth of rain on Metro Manila in a single day in September 2009. Combined with the habagat, it submerged vast areas of the capital, stranded tens of thousands on rooftops, and killed hundreds. Ondoy became the benchmark for urban flood risk in the Philippines and spurred major flood-control investment.
Flood safety
- Never walk or drive through floodwater — you cannot judge its depth, current, or hidden hazards, and it is often contaminated.
- Move to higher floors or higher ground early; do not wait for water to rise.
- Heed evacuation orders, especially near rivers, coasts, and known landslide-prone slopes.
- During the habagat, watch PAGASA rainfall warnings as closely as typhoon tracks.
