Flooding in Singapore

Singapore has one of the most advanced urban drainage systems in the world — and it still floods. When tropical rain falls fast enough, water can rise on roads and low-lying areas within minutes.

Why a well-drained city still floods

Singapore's storms can be astonishingly intense, dropping a large share of a month's rainfall in a single afternoon. When rain falls faster than even excellent drains can carry it away, water backs up — what the authorities call "flash floods" or temporary "ponding." Dense, paved urban surfaces send that rain rushing into drains all at once, compounding the problem.

The main causes

Intense convective downpours

Short, violent thunderstorms — often from Sumatra squalls or afternoon convection — are the classic flash-flood trigger. The rain is brief but the rates are extreme.

Monsoon surges

During the Northeast Monsoon, pulses of strong wind called monsoon surges can bring days of continuous heavy rain. These have produced some of Singapore's most widespread flooding, including major episodes in December 2006 and December 2011. See the monsoon seasons for how these set up.

High tides and low-lying ground

When heavy rain coincides with high tides, water drains more slowly to the sea, raising flood risk in coastal and low-lying districts.

The famous Orchard Road floods

Singapore's premier shopping belt sits in a natural low point of the Stamford Canal catchment. In June 2010 and again in 2011, intense downpours overwhelmed the drainage there and sent muddy water surging through malls and streets — dramatic images that pushed flood management up the national agenda. Major upgrades followed, including a large diversion canal and detention tank to protect the area.

How Singapore fights back

The national water agency, PUB, manages an enormous network of drains, canals, and reservoirs, continually widening and deepening them, adding detention tanks that temporarily store stormwater, and deploying real-time water-level sensors and public flood alerts. The long-term "source-pathway-receptor" approach also raises building platform levels and builds flood barriers at vulnerable entrances.
